A continuing civic and archival programme relating to the planned, projected and observed development of Peterlee.
Peterlee was built through overlapping systems of industry, planning, labour and belief. From its earliest stages, the town carried ambitions extending beyond housing alone: new forms of organisation, infrastructure, technology and civic identity were repeatedly proposed, tested and revised against the realities of East Durham life.
References to the Peterlee Relational Test Vehicle (PRTV) begin appearing within planning material, infrastructural studies and associated records during the early 1970s. Since that period, the designation has been linked to an evolving body of archival, procedural and speculative material relating to Peterlee and its surrounding districts.
The PRTV maintains records concerning the town’s documented history alongside projected developments, unrealised proposals, recovered testimony, systems analysis, public submissions and unresolved material associated with the wider civic environment.
The programme is not concerned with nostalgia or restoration. Its purpose is to observe, organise and retain material relating to how Peterlee has defined, adapted and projected itself over time.
Origins
Throughout the New Town’s formative years, several initiatives positioned PetDuring the New Town’s formative decades, Peterlee became associated with a number of experimental civic and technological initiatives connected to planning, industry and systems development.
Recurring references within the archive include:
- collaborative work undertaken at IBM UK’s Peterlee facility
- unrealised proposals for scientific and cultural institutions
- infrastructural studies relating to transport, housing and public organisation
- experimental approaches to automation, information management and environmental planning
Many of these initiatives remained incomplete, provisional or undocumented. Others survive only through partial records, informal accounts and recovered material.
The PRTV studies these overlapping conditions — the planned and improvised, the modern and local, the procedural and lived — as a continuing feature of the town’s identity.

Participation
The PRTV accepts submissions relating to Peterlee and its surrounding districts from residents, researchers, former workers, contributors and independent observers.
